Hiring a web & software studio in Bulgaria: what it costs, what you get, how to check
You're in the US, the UK or Germany and you've heard that Eastern Europe is cheaper. It is — but "cheaper" is only useful if you know what you're buying and how to verify it. Here are the numbers, the legal frame and a checklist you can run on us or on anyone else.
The numbers, with sources
- €12 vs €34.9
hourly labour cost in Bulgaria versus the EU average (2025). The lowest in the Union — and the fastest-rising (+13.1%).
Eurostat — Labour cost levels, 2025 ↗ · whole economy, employer cost
But: Whole-economy average, not IT. In the ICT sector the cost is higher (~€24/hour, still the EU's lowest). The gap to Germany, the UK and the US remains 2–3×.
- $40 vs $56–74
median hourly rate of a senior developer in Bulgaria versus the US, from real contracts (2026). UK: $80–120, Germany: $75–110 on the freelance market.

But: Data from hiring platforms — they have an interest in showing the gap. US/UK agencies bill $140–220/hour; the gap there is even larger.
- #18 / 123
Bulgaria in the global English proficiency ranking (EF EPI 2025) — "high proficiency", ahead of France, Italy and Spain.
EF English Proficiency Index, 2025 ↗ · 123 countries, adult test-takers
But: Self-selected sample (people taking EF's test). A fair guide to business English, not to the whole population.
- UTC+2
Bulgaria runs on EET — one hour ahead of Berlin, two ahead of London, full overlap with the European working day; US East Coast mornings (9–12 ET) are our afternoon.

But: With the US West Coast the overlap is close to zero — there we work asynchronously, with written updates.
- EU · € · GDPR
EU member since 2007, eurozone since 2026, the same GDPR and contract law as a client in Germany or France. No currency risk, no "offshore" legal regime.
European Commission · Bulgarian National Bank, 2026 ↗ · a fact
But: For clients outside the EU (US, UK) GDPR applies to their European users' data — we already work under it by default.
What "cheaper" actually buys you here
A senior developer at roughly half the US rate doesn't mean half the work. It means the same work, priced from a country where an hour of labour costs €12 instead of €35. The money you save is real; what you have to watch is everything that isn't on the rate card: who owns the code and the domain, whether the person you talked to is the person who builds, and whether anything measurable comes out the other end.
That is why we don't sell hours. We sell a result you can check: a site or a piece of software that is live on your domain, that Google and AI assistants can read, and — if the goal is customers — a number for what each one costs you. The same way we work with Bulgarian clients, in English, on a fixed quote with a timeline.
Five things to check before you pay any studio — including us
- Live products, not mockups. Ask for URLs you can open right now. We have nine; five are below.
- Who owns what. Domain, hosting and code registered in your name from day one. If a studio hesitates, walk away.
- A fixed quote with scope and timeline. Hourly without a cap is how a $40 rate becomes a $40,000 bill.
- One measurable outcome. Inquiries, orders, hours saved — agreed before work starts, counted after. If nobody can name it, nobody will measure it.
- Written communication you can keep. Decisions in email or a shared doc, not in calls you can't replay. Especially across time zones.
